Windows 10: Chrome and Outlook passwords displayed, this apps are not running ..?

Discus and support Chrome and Outlook passwords displayed, this apps are not running ..? in AntiVirus, Firewalls and System Security to solve the problem; Up front: maybe it is all correct and I shouldn't worry, but I have an 'uneasy' feeling, at least, about the following.     Up front: maybe it is all correct and I shouldn't worry, but I have an 'uneasy' feeling, at least, about the following.

    A normal, legitimate, tool for Windows, providing information about installed PC hard- and software, etc.
    can also provide URL's, Usernames and passwords stored in Chrome,
    Note: it is not a 'dedicated' password reading tool of some sort, it shows a lot of information about your pc,
    just one part is about passwords.

    However, it shows the Chrome passwords even though Chrome is not running!

    Now, when I wish to access my Chrome passwords, Chrome blocks this and requires that I enter my Windows password.
    Apparently an extra layer of security, which is fine, of course.

    But a hardware information tool just show all the relevant details!
    (without asking for Windows password!)

    I abstain from telling which tool, because maybe this is a leak or something?

    BTW - it also shows the email accounts (POP and Exchange), together with email addresses and passwords.

    Also in this case, even though Outlook isn't running.

    Maybe (or better: most likely) it is a lot of naivety on my part, but so far lived with the comfortable feeling that passwords usually were accessible only after entering another password first.

    How to set up password to start Outlook 2010?

    Well in that case you can use Protect EXE to password protect the Outlook EXE itself. So you have to enter a password every time you start Outlook.
