Windows 10: Send audio from any Windows app to Chromecast

I have struggled to find software that will send audio from any Windows app (such as iTunes or Firefox) to Chromecast devices and Google Home speakers.

I have done hard reboots on the chromecast and emptied cache on the spotify app, but does Chromecast Audio have output
capability?

Is there a way to make Chromecast audio interface with a nearby Bluetooth speaker like Xiaomi Mi Bluetooth Speaker? The specifications
