Windows 10: how to host an IP router server and a NAT server using RRAS on windows 10 (not server version)?

For some reasons, I have to host an IP router server and a NAT server on my computer which running windows 10 professional. I can start the "Routing and Remote Access Service", but I can't find server manager, so I can't config the service. so, my question is, how to config the service on windows 10? THANKS!

I am trying to host a Counter-Strike Source server from a wirelessly connected server through my router, but instead of having my external IP which is 24.xx.xxx.xxx, it shows the IP the router gave the server which is, 192.xxx.x.xxx. How can I assign my external IP to my wirelessly connected server?

There is a command line switch to "bind" it to an IP.... i forget if its needed. ALso i beleave there needs to be a couple other ports forwarded so that the server will show up in the steam master server list.

 

Problems hosting Quake server

I am using my 2nd computer listed in specs as a router (Windows ICS)/Quake server. I have 2 network cards, one hooked to the modem, one hooked to my other pc... so the computer has 2 IP addresses: my internet IP, and the network IP assigned by Windows ICS (192.168.0.1). When I try running my Quake server on this computer, for some reason I can't connect to it using the internet IP, but I can connect to it using the network IP... which means that nobody else can connect to it.

How can I get the Quake server to be seen on the internet?
