Windows 10: Remove Shut Down option in Windows

Group Policy allows me to remove power options in Windows,but I just want to remove the Shut Down option,not any others.Any help?

To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

Windows 10 is unable to complete shut down
