Windows 10: Hidden drive C$ - running parallell

I was having a problem with my computer running slow. I tried to clean it up by removing files and programs I don't need. Still running slow. I happened to notice some strange files and when looking at the properies it was showing admistrator permission to an "anonymous user". The date that appeared connected to the file, app or program, was in 2006. I didn't even own the computer in 2006. When I reviewed properties it shows the C$ drive and its own set of programs such as windows and Microsoft office. Many have C++ included in the file path name. I have lost permissions for everything and now it has a list of users with miscellaneous letters and numbers. I tried to reset my computer and install a new set of windows but I am in the same place as I was before. Any advice on how to remove what is connected to my computer, get my control back, and block whoever is controlling my computer?

I suggest you to follow the steps below and check if it helps.

• 
  Press Windows +E,
  
• 
  Right click on C: drive.
  
• 
  Select Sharing Tab.
  
• 
  Click on Advanced Sharing.
  
• 
  Uncheck “Share this folder”.

hidden folders in drive C

hI iHAVE some hidden folders in C drive like $Windows WS AND $Windows BT.

Ist one is 2.13 GB and 2nd one is 44kb.

could u guide as to if i should delete these.
