Windows 10: Settings Panel Opens Maximized

    Settings Panel Opens Maximized


    This issue started about a month ago. When I open Settings panel it opens maximized (full screen). I "fixed" it one time by restoring to an earlier disc image and then it opened in the smaller screen size. But, tihe next day (after power off/on) it came back to full screen. I upgraded to V1903 yesterday hoping that would fix it but it didn't.

    I can get it resized and it will stay that way as long as I don't reboot. I can open/minimize/close, etc. But as soon as I reboot its back to the maximized full screen.

    Any suggestions on getting the screen back to the smaller size, that its always been with Win 10? (I suspect its a registry entry).

    Settings can't be opened using the built-in administrator account


    Hello,
    Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
    I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
    I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
    Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
    I can access settings in Safe Mode but this will not allow me to create a new account.
    Any help/suggestions will be greatly appreciated.

    I would suggest you to try the following steps to open the Control Panel in the system.

    Step 1: Opening Control Panel in Windows 10.


    • Open Run command box by simultaneously pressing Windows and R keys (Windows + R).

    • In the Run dialog box, type
      Control
      and then press Enter key to open the classic Control Panel.
    Step 2: Access Control Panel in Windows 10 from desktop.


    • Right-click on the Start button (Windows logo button at the bottom-left corner of the desktop) and then click Control Panel to open the same.
    Step 3: Launch Control Panel using search.


    • Open Start menu or screen.

    • In the search box, enter Control Panel and then press Enter key to open the same.
    Note: You can quickly access the search with the help of Windows + C hotkey.

    Step 4: Create Control Panel shortcut on desktop.

    • Right-click on desktop, click New, and then click Shortcut.
    • In Type the location of the item box, type the following path.
    explorer shell:ControlPanelFolder

    • Click Next button.
    • In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.
    Step 5: Pin Control Panel to Start or taskbar.


    • In the Start search box, type Control Panel.

    • When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
    Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
