Windows 10: Video Editor - File is in Use

I am trying to export a 30 second long video and have continuously gotten this message:



No matter what I try, I cannot seem to find a solution to this. Help?

MP3 Files Not Recognized By Windows 10 When Adding To A Video Editor

How do I Remove Video Editor and Connect?

Video Editor is part of Photos, I'm not sure you can just remove that and leave Photos in place.
