My computer refuses to connect to any new application I download

Hello everyone, I have the weirdest bug on my computer, basically as the title describes I can't connect to any applications I download. I can connect to the internet via Chrome, Discord, Steam, etc just fine but those were installed long before any of this happened. It started with Spotify, which I can't connect to at all now and now I started noticing that I can't connect to any new apps.

There is more context as ESET was installed on my machine when (I mightve done something with the process that I can't remember), now it doesn't load up at all and it seems like windows defender is my AV. Every time I would try to connect to spotify, ESET would ask me if I want to give it permission to connect and only then it would connect, same goes for any new app I installed, I suspect that this is what is happening to my computer right now and why some apps can't connect to the internet.

For this reason I've decided to try to reinstall ESET, as it doesn't load up no matter what but seems to be still working in the background even though I can't find a process for it (in task manager), I feel like it's there since the behaviour mimics the one I had with ESET when I could still open it, the only difference is that I can't give permission now since the app won't open.

I've checked for viruses in my system, it doesn't seem like there are, I've used malware bytes (and chamelion just in case) which found some stuff but mostly adware for google chrome I believe, either way nothing was fixed after their removal and the things that don't get connected are oddly specific, as I said, it is exactly like what ESET blocked.

my problem is now that I can't even reinstall ESET, the error that it gives me is "Service ESET Service could not be deleted verify that you have sufficient privlages" I of course tried to swap users and IIRC this user does have admin perms, I looked it up and it said (on ESET site) "use safe mode, then try" so I did that but then windows said "windows installer not available in safe mode" when I tried opening anything, so I'm really not sure how I'm supposed to go about reinstalling ESET right now, any help?

    :)

Connecting computer with no internet connection to network printer

    1. Open Admin command and type: ipconfig

    2. Win+X->Control Panel->Netwok and Sharing Center
Follow the screen shot. This should disable internet access from this PC but allows access to local device(s)
NOTE: Use the IP & Subnet Mask from step 1. Leave Default gateway & DNS Server blank

Computer refuses signon with unknown password

Our computer has mysteriously acquired an unknown password and refuses any signon. We have purposely omitted any signon password (hit return at prompt) because our computers are secure. So the spontaneous injection of a password is problematical. We have tried most recently internally used passwords for applications (starting with the most recent) but nothing works. Short of calling Microsoft does anyone have a suggestion?

We have not originated an account with MS or created any hierarchy of accounts. One user and one signon in an isolated environment.

windows mobile 6.1 won't connect with computer windows 7

The link you sent me to says:

Step 2: Download the sync software for your computer
Choose the sync software for your computer's operating system, which you can downloadhere:

    • If you have Windows Vista or Windows 7, your sync settings will be managed through Windows Mobile Device Center.

    • then the download that is suggested says: This new version of the Windows Mobile Device Center contains key improvements and new features to support Windows Mobile 6 devices. The Windows Mobile Device Center 6.1 is only supported on Windows Vista.

    • I run windows 7...
