Windows 10 Pro - "Allow Downloads from other PCs" Option is Greyed out

I had this issue on my PC before. I recently did a clean install of Windows 10 pro. Under "Delivery Optimization" I want to use the "Allow downloads from other PCs" so I don't suck up all my bandwidth due to internet cap. Two of my PC's have this issue. Both with clean Windows 10 installs. But the option to "Allow downloads from other PCs" is greyed out.

Under the Delivery Optimization heading it says "*some of these settings are hidden or managed by your organziation"

This is a clean install on a local account on a home computer. This works on my kids' laptops no problem with Windows 10 Home, and on our HTPC. but my desktop and laptop do not.

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK
