Windows 10: "Type Here to Search", Wifi, Notification Center, and Windows Update Center won't load

SPECS
-Windows 10 (upgraded from Windows 7)

-Dell Precision M4700 (laptop)

-Quad Core i7

-AMD FirePro Graphics

-16 GB RAM


Alright so here is my issue.

About 4 months ago (I've put up with it for awhile) I encountered strange issues when clicking on either the "type here to search" box, the wifi icon, the notification center icon, or Windows Update Center. Upon clicking these items, a blank, gray window will load (with the loading dots) for about a second and then disappear (or perpetually load, as with Windows Update Center, which is within a settings tab). Now, I can still access wifi and the search feature in other ways. For instance, I can still search through clicking the start button, and I can still change wifi (for the most part, sometimes it is buggy) through clicking the gear icon in the start menu. However, I don't think I can access notifications in any way, nor can I update Windows. Around the same time that I started experiencing these issues, I also witnessed a handful of other programs stop working (such as Windows Home Server Connector).

Below is a lit of the things I have tried

-Running the troubleshooter on search and indexing (does nothing)

-Updating Windows (perpetually loads, as mentioned before)

-Rolling back

-Uninstalling a lot of programs/plugins

-Installing some drivers here and there (though I would still take suggestions)

-Running some cmd lines and restarting some Windows Services (again, would still take suggestions here as I probably missed something)

-Changing the color scheme/disabling transparency affect on toolbar

-Messing around with basic taskbar/start settings


I suspect is likely has something to do with drivers or services. I do have some strange plugins that might have messed something up somewhere along the line (virtual audio cable, virtual camera).

Stop action center notifications in Windows 10

  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.

  Click on turn system icons on or off.
  
• 
  Turn off action center.

Action Center

Hi,

Let's follow these steps to disable action center:

• Click on Start, type notifications in the search box.
• In the list, select notifications & action settings.
• On the right side, click on turn system icons on or off.
• Turn off action center from there.
