Windows 10: Error when Updating Video File Properties

For several months now I have been unable to update the properties on '.mp4' and '.mov' video files (I have not tried on other video formats). I suspect, but cannot be certain, that the issue dates back to the installation of Build 1903 (successfully installed 11/07/19) but my hope that a subsequent update would resolve the problem has, so far, not been fulfilled (and that includes the latest update to Build 1903).


The following error message is shown when attempting to apply changes to tags, comments, etc:


"An unexpected error is keeping you from applying properties to the file. If you continue to receive this error, you can use the error code to search for help with this problem.

Error 0x80004001: Not implemented"


However, searching for this error code shows it to be rather generic, and I could find no other reference to this particular issue in the past few months.


I have tried applying the exact same changes to the exact same files on an earlier version of Windows 10 (Build 1803?) and also on an old Windows 7 machine. Both attempts were successful and the property changes were retained when transferring the files back to my machine, which seems to confirm that the issue is with Windows, rather than the files.


Any help or insights into this issue will be much appreciated.

A simple solution but one that works in most circumstances!

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.

MP4 Personal Video files lag after August 2016 update (windows 10)

Do not worry we will help you with this issue.

Try few of the troubleshooting steps below and check if it helps.

Step 1: I suggest you to run Video playback troubleshooter and check

• Press Windows key from the keyboard, type
  Troubleshooting and select it.
• Click on view all option on the upper left corner of
  Troubleshooting window.
• Select the Video playback options from the list.
  
• Click Next to run the troubleshooter.

Step 2: I suggest you to copy the files from your computer to another working computer and check if you are able to access them.

This will let us know if the issue is with specific files types on your computer.
