Windows 10: Why macOS seems smoothly than Windows 10?

Hi,

I'm wondering why video on macOS seems smoothly than Windows 10. The reason why i'm wondering that is because i've tried to play the same video file on both laptop (Mac Vs Win) with the same app (Wirecast and VLC Player).
Apparently the win10 laptop is more powerful than the Mac.
Here the specs:

Laptop Dell Win 10 Pro:
I7 9750h 6 Core 12 Threat 2.60GHz
16 GB (2 x 8 GB) di DDR4 a 2.666 MHz
NVIDIA GeForce RTX 2060 with 6 GB GDDR6
NVme 512Gb

MacOS:
MacBook Pro "Core i7" 2.3 15-Inc Display Retina
Intel "Core i7" processor 2.3 GHz (4850HQ)
16 GB 1600 MHz DDR3L SDRAM
512 GB of PCIe-based flash storage
NVIDIA GeForce GT 750M with 2 GB of dedicated GDDR5 memory

Is there someone can explain this? Maybe is the display retina refresh rate (but i don't think so, because on internet the hz of display retina seems the same of windows 10 display laptop, than means 60Hz)?

Help me solve it please.

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
