    Gaining access to "All User" folders as local administrator


    New to Windows 10 (new computer 3 days old!), but already needing help. I chose to create only a local account, and am the sole user, hence administrator. Nevertheless, I am prevented from accessing "Documents," "Start Menu," and several other folders under "All Users." When I try to change the security settings for "All Users," I am prevented from doing so. I have tried a variety of suggested fixes found online, to no avail. Suggestions? Computer is toshiba Tecra; Windows 10 Pro. All I've installed so far is Firefox, Norton Security, and solitaire (gotta have it!). BTW -- I went with just creating a local account because I didn't want to have to tpe in a PIN to start the computer. With a local account, I was able to have a null password, therefore eliminating the need to do anything. The convenience otweighs the security risk to me.

    After creating a folder or a file on my PC, where I am the only user and I am the Local Administrator I get the following message:

    You don’t have permission to access this folder or file.

    The only way to get access is for me to go through a number of steps to gain control of the

    folder or file and adding myself as a new PRINCIPAL.

    This happens even though I am the ONLY user of this PC and I am a local administrator.

    Can you help?

    • Is there any other user account? If yes, is that an admin account?

    If not, I suggest you to enable the Built-in Administrator Account
    and then try to create a new user account with administrator privileges.

    Follow the steps to enable the Built-in Administrator Account.

    Steps to Enable the Built-in Administrator Account.

    • a) Press Windows + X, Select Run.
    • b) Type net user administrator /active:yes
    • c) Close the elevated command prompt.
    • d) The built-in Administrator will now be available to select to sign into.
    • e) Restart the system.

    Then enter into the administrator account. And try to create new user account.

    Try these steps to create a new user account and check if it fixes the issue. Refer to the steps below to create a new User Account:

    • Go to Settings.
    • Choose Accounts and then select Other User Accounts towards the left.
    • Select Add an Account.
    • Enter a user name and hit next.
    • Click on Finish.
    • Sign out from the current Account and Log into the new account.
    • Check if issue persists.

    Once you create the new administrator user account try to disable
    Built-in Administrator Account.


    Steps to disable the Built-in Administrator Account.

    • a) Press Windows + X, Select Run.
    • b) Type net user administrator /active:no
    • c) Close the elevated command prompt.
    • d) The built-in Administrator will now be available to select to sign into.
    • e) Restart the system.
