Windows 10: Unable to access Start Menu and Taskbar

    I searched for answers to this question on the forum, and found some answers, but none of them worked for me. So I am posting now hoping someone can provide me some sort of assistance.


    I have an HP touchscreen laptop I bought last year and I upgraded from Windows 7 to Windows 10. I can login fine and get to the desktop. But after I get to the desktop, I can not access the task bar on the bottom boarder of my computer. I can't click on the clock or start menu (windows flag) icon. I've tried using the windows button on my keyboard and also touch the screen, but nothing will access any of the buttons on the bottom. Mind you, it worked fine in the morning, but when I logged back in several hours later it didn't work anymore. I have done the system restore, and nothing.


    However when I click any icon (recycle bin, Chrome, etc) on the desktop, it will launch them fine and I can use them. I just can't access the items below.


    I can ctrl-alt-del and get to the task manager to see if anything is running, but I can't see anything out of the ordinary. This has crippled my computer and I can access some of my apps.


    If anyone has any suggestions, please help. Thanks.

    As you are unable to access Start menu and Cortana on your device we will help you with this issue.

    Do let us know if you are able to see any error message/ error code while trying to access Start menu and Cortana?

    This issue might have occurred due to missing/ corrupted system files on your device. Try the below troubleshooting steps and check if it helps.

    Step 1: I suggest you to run SFC scan and check if it helps.

    System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files. If a
    Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.

    • Press Windows + R keys, to open
      Run command.
    • Type cmd and hit Enter to open
      Command Prompt.
    • Type the command "sfc /scannow" without the quotes
      and hit Enter.
    • After the scan, restart the computer and check for the issue.

    Step 2: Also, I suggest you to install all the pending updates on Windows 10.

    • Connect to the internet.
    • Press Windows key and type
      updates
      .
    • Click on Check for updates.
    • Under Windows Updates, click on
      Check for updates.
    • Try to install the updates being shown.

  3. Taskbar hides and shows itself after opening start menu.

    Steps:

    1. Using HDMI for a second monitor.
    2. Open start menu using the icon.
    3. Close start menu using the icon.
    4. Click anywhere other than the task bars. (e.g. an open window, the desktop, even the first monitor's desktop)
    5. Taskbar on second monitor slides down to be hidden.
    6. Taskbar then immediately slides up to reappear.

    If after closing the start menu (step 3), you click on the taskbar, then click outside the taskbar, this behavior does not occur.

    Performing the steps on the main monitor's taskbar does not produce this behavior.

    This has been happening for as long as I can remember using this laptop (~3years), with different nVidia drivers and Windows 10 updates.
