Windows 10: Error 0x80070490 when trying to install Gears 5

I changed C Drives recently, which caused me to have to uninstall Gears 5 and Halo Wars 2. However, Halo Wars 2 reinstalled fine, but whenever I tried to reinstall Gears 5, I get an error code 0x80070490.

I've turned off my antivirus, run sfc and dism, and reinstalled gaming services, but nothing's worked and I get the same error message every time. What do I do next?

This clip reunites the franchise cast including Laura Bailey (Kait Diaz), Liam McIntyre (JD Fenix), Eugene Byrd (Del Walker) and John DiMaggio (Marcus Fenix) and features music from acclaimed composer Ramin Djawadi (Game of Thrones, Westworld, Gears of War 4) who will return for Gears 5.

Because it’s Gears, you can play solo or with friends in local split-screen or online co-op, all at 4K Ultra HD resolution with stunning HDR at a smooth 60 frames per second on Xbox One X.

Error code 0x80073CF9 when installing apps from the Windows Store

I'm receiving the following error when trying to install apps from the Windows Store on Windows 10. It doesn't occur with every program, which makes it extremely frustrating to debug. The Event Viewer is no help, as it provides the same cryptic messages:

Installation Failure: Windows failed to install the following update with error 0x80070490: Gears of War 4.

Installation Failure: Windows failed to install the following update with error 0x80073CF9: Gears of War 4.

Installation Failure: Windows failed to install the following update with error 0x80073CF9: Carcassonne.

Installation Failure: Windows failed to install the following update with error 0x80070490: Candy Crush Saga.

I've Googled this error and searched TenForums but found nothing to help. SFC /SCANNOW reports no errors, re-registering the Windows Store app does nothing, disabling BitDefender does nothing. Is any real help available, or do I have to file a scam report with PayPal since Microsoft is incapable of managing a simple software download?

Error 0x80070490

Thanks for the fast reply i disabled the AV and the SuS server. I went through the steps of starting and stopping the services and get the same results Error 0x80070490. Let me know if you have any other troubleshooting steps that i can try.
