Windows 10: Windows update left laptop in boot loop

I wasn't able to get automatic updates to work on my hp elitebook 6930p so i downloaded the windows update assist program and everything seemed to be working well. After "update and restart" it's stuck in a loop. Shows hp logo then the windows logo with spinning circle, then "undoing changes made to computer" and restarts. I've tried everything. I've used media to try to rollback on the update, I've used hirens boot cd to try to delete the contents of the software distribution folder (which i can't because i get the pop up "cannot delete file", I've tried putting the computer in safe mode, which can only be done cmd prompt for some reason and it won't boot in safe mode either. I need help.. I'm desperate..

This issue occurs when there are broken components on the boot configuration data of your system. To troubleshoot your boot loop issue, we suggest that you boot in
safe mode through the Windows
Recovery Environment option. To do this, follow these steps:

• Turn on your computer. When the Windows logo appears, unplug and replug the device. Perform these steps three times.
• On the fourth instance, turn on your device without unplugging it. The Windows Recovery Environment window will appear.
  
• On the Choose an option screen, click Troubleshoot.
• Click Advance options.
• Click Startup Settings.
• Click Restart.
• Once your computer restarts, you will see a list of options. Press the F4 key to start your computer in
  safe mode.
  

Once done, we suggest that you perform a system restore after booting in safe mode. System Restore will be able to revert your PC or laptop to their previous state, which can be used to repair and recover system malfunctions or issues. Restoring won’t affect
your personal files, but it will remove apps, drivers, and updates installed after the restore point was made. To do this, follow the steps below:

1. Right-click the Start button, and then select
Control Panel.

2. Search Control Panel for
Recovery.

3. Select Recovery > Open
System Restore > Next.

4. Choose the restore point related to the problematic
app, driver, or update, and then select
Next > Finish.

• Are you able to sign in to Windows 10 after the startup repair?
• If not, what are you seeing on your Windows 10 screen?
• Are you getting an error message?

Meanwhile, if you are able to sign in to Windows 10, we suggest that you run the Windows Update Troubleshooter through this

link. If you're still getting a Windows update loop, we recommend that you use another computer to create an installation media to get into safe mode an perform an in place upgrade. Kindly follow the steps below:

Step #1:
Create a Windows 10 installation media on another computer.

Follow the section that says Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PC.

Step #2: Using the installation media, access safe mode by following the steps below:

• Wait for the installation environment to load after you insert the bootable media. Choose the language and keyboard layout you prefer and click on
  Next. Click on the link that says
  Repair your computer on the bottom left corner of the screen.
• Click on Troubleshoot.
• On the Advanced options screen, click on
  Command Prompt (Use the Command Prompt for advanced troubleshooting).
• Now Command prompt will load. Inside it, write the command:
  bcdedit /set {default} safeboot network and press
  Enter on your keyboard.
• After a moment, Command Prompt tells you that The operation [was] completed successfully.
• Close the Command Prompt and choose to
  Continue on the next screen.
• After your PC reboots, Windows 10 will automatically boot into Safe Modewith Networking.
