    I'm fairly new to W10 and have a couple of Dell laptops (which both have W10x64 installed from scratch). One (with an Intel cpu) was installed as 1809, upgraded to 1903 & then 1909. The other (with an AMD cpu) was installed as 1903 & upgraded to 1909. I've only mentioned the cpus as a means to differentiate between the two machines in the text below.

    In using Win7x86 for years I've always periodically deleted all *.regtrans-ms & *.blf files (skipping those in use). Never had any issues.

    So went to do this on Win10 (using Xyplorer, as I have for many many years). One with Intel cpu just ignored the files on attempting to delete and so, effectively, did nothing (this was before I got the AMD cpu lappie). I assumed it was a permissions issue and gave myself full permissions to the folder(s) - which, unfortunately meant giving the parent folder the same permissions as they needed to be inherited. Anyways, it worked and did not seem to be an issue (but I was never happy about relaxing the permissions and there was no easy way to reinstate the original permissions afterwards). In the end I restored a system image to the point before having made the changes.

    But on the the AMD cpu lappie it all worked worked without issue. Just simply delete.

    I'd found this exasperating and wondered what the underlying cause of the disparity between the two PCs could be (don't hold your breath, I have not worked that one out - not yet, at least).

    So, today I tried again on the Intel cpu lappie (thinking that the 1903 and 1909 upgrades might have changed things). Alas, no joy. But a thought occurred to me. What if I can rename the files first? So I did. And it worked. I simply did a rename of all of the *.regtrans-ms files (skipping those that would not rename as they were in use) and then easily deleted all of the renamed files.

    So my question (there had to be one somewhere): Why can I rename and then delete these files, but not simply delete them outright in the first place?

    As well as the 3 ntuser files listed, there are 5 ntuser.dat(*****).regtrans-ms files and 2 ntuser,dat(*****).blf files.

    Do I copy those as well or unselect them like the 3 you listed?

    Try the fsutil solution mentioned
    here
    - and if that did not help, try to delete the blf- nad regtrans-ms files as mentioned within the thread.

    • Go to the Cortana search bar, type in CMD.
    • Right-click on Command Prompt on the results and then select
      Run as administrator.
    • Type in this commands one by one. Hit Enter key for each commands:

    cd /d %SystemRoot%\System32\SMI\Store\Machineattrib -s -h *

    del *.blf

    del *.regtrans-ms

    4. Restart the computer. And then try the updates once again.
