Can't Download Programs or Apps off the Internet Problem on 2 desktops but my Dads laptop...

Switched Desktops with my brother as he had a better PC and he rarely used it. Everything was working fine until I woke up this morning. I tried to open Discord and it would partially update until saying there was a java error. I went to their support page and uninstalled as well as deleted the discord app data files. Then I tried to reinstall it and It gets stuck at 2mb/s out of 57. I've tried to download other "big" sized files like Obs and those also don't work. I have this problem on both computers where I can't download anything without it stopping and saying network error. I've tried admin cmd'ing no issues found. Turning off windows defender and firewall, nothing. I've tried transferring and copying the file to Firefox to no avail. I've tried using different web browsers. I feel like I've tried everything and I'm transferring my pictures a USB as I type this to prepare for a complete fresh windows install. I don't have any viruses or odd files on my computer. (I also contacted my Internet Provider and everything on their end is fine and I already mentioned it's only my desktop and my brothers with this problem, my Dad's laptop if fine and downloads files easily). Any help would be extremely appreciated, thanks.

    :)

Thanks all for the useful suggestions, i certainly can understand the idea of refreshing downloads. I wish Firefox had that little button lol. Now i'll try and download Warrock (a great FREE game) with download manager though (annoyingly) firefox is now downloading without buggering up!
I just did a few spyware scans which though didn't stop the probs it probably did stop all thoses bloody programs from using the internet and slowing it down.
