Windows 10: Steam streaming app not launching/missing game data from Xbox live account

I recently started using Steam to stream and purchase games for my Windows 10 PC. Everything was running fine, and I was using my Xbox Live account to save all my game data. Now when I log into my Xbox Live account my game data is missing and the game won't launch. Steam points their finger at Rockstar, because they created the game. Rockstar then pointed their finger at Microsoft. Then, the Microsoft support agent couldn't explain why this happened. So this is my next attempt at finding help. Does anyone use Steam to stream games to their Windows 10 PC? Have they encountered this Problem? Can anybody help! I have already tried disabling my antivirus software, and the game still won't launch. I haven't downloaded any new apps, but I did just recently receive a Windows 10 update. Wondering if Microsoft did it again with their update, or is it something as simple as uninstalling the game and downloading it again. Somebody PLEASE help. I spent $30 on this game and Steam won't issue a refund. I'm poor, so $30 isn't something I get to spend on myself or video games very often. I'd hate to have wasted my money on something that has just been a headache.

  Turn on your Xbox One and make sure it is connected to the same network as your computer. You can check the network on the Xbox One by going to Settings, followed by Network. You will also want to make sure that game streaming
  is enabled. This can be found in the Preferences section of the Settings menu.

  Select the "Connect" option from the left side bar of the Xbox app. Your Xbox should appear on the screen. If it doesn't, click enter the console's IP address. You can find the IP address for your Xbox One by going to Settings,
  clicking on Network, followed by Advanced settings.

  Plug the Xbox One controller into the computer, select Stream, and begin gaming.
  

A recent update to Xbox app has also added a new "very high quality" streaming mode. You can change the quality of your stream in the Xbox app on Windows 10 by going to Settings, followed by Game Streaming. The "very high" option will require a fairly
high-end router and wireless network. If you experience choppy gameplay, lower the quality of the stream to high, medium, or low.
