    I'm trying to use my tv as a monitor and the refresh rate always drops to 29hz whenever I try to run a resolution greater than 1080. If I go into advanced display properties, I can select 60 from a list of options, but I have to do this every time I turn my computer on and sometimes or even several times between it being on and off. I used to think that it was HDR that caused the problem, as that would lower the refresh rate if I turned it on, but now with Windows HD or whatever they call it replacing it it doesn't seem to change whether its on or off. My card has gotten a lot better at handling 4k through updates, so I think this is a Windows problem since I'm fixing it through the Windows side. I've checked to ensure my HDMI cable can handle the bandwidth, checked to see if everything is updated. It really seems to be something with the display adapter properties in Windows, but I'm not even sure how to go about making a search for this problem.

    Thank you for posting your query in Microsoft Community.

    Screen refresh rate is the rate at which the data displayed on screen is refreshed; it may be an image or some text document. Most of the users would like to set it to a higher rate but this also depends on the capacity of graphic
    card and monitors. If the refresh rate is slow, the images on the display looks as flickering to the user eye and makes it uncomfortable to work.

    Nowadays the latest monitors available in market will have minimum 60 Hz of refresh rate and it is very good option to set it to 70 Hz if you your monitor is compatible. Normally a high performance or quality monitors can reach
    120 Hz of refresh rate. So I would suggest you to set your monitor refresh rate as higher as possible, below given steps describes how to access this feature on your Windows 8.1/10 PC.

    • The default refresh rate setting is 60 Hertz (HZ); however, your monitor may support a higher setting. Check your manufacturer's documentation for information about the settings that your monitor supports.
    • If you use a higher refresh rate, you can reduce the rate that your screen flickers; however, if you specify a refresh rate that is too high for your monitor, your screen may become unusable and your hardware may be damaged.
    • Changes to the refresh rate affect all users that log on to the computer.
    I would, as of now, suggest you to visit the computer manufacturer's support website and install the latest display and chipset drivers available for the latest operating system (currently it would be 8.1 in the list).

    Both. When I'm in 1920x1080x60hz and change to 3840x2160, Windows sets the refresh rate to 30hz. When I'm in 3840x2160x60hz and change to 1920x1080 Windows sets the rate to 30hz.

    How to set default refresh rate


    I've no control in the resolutions dropdown, and of course I can select the exact mode I want from List all modes.

    But what I'm trying to accomplish is for Windows to recognize 60hz as the default refresh rate when changing resolutions (when I'm not specifying the refresh rate).

    That comes in handy when running applications (mostly games) which let you select resolutions but not refresh rates. And yes, those applications do support the resolution/60hz combination I want for them.

    So that's why this thread is titled "How to set a default refresh rate". If it's no possible, then so be it. But I could swear that before the Windows Creator's update, changing resolutions didn't lower my refresh rate.
