Windows 10: Windows Hello - Camera couldn't be activated, please log in with your pin

I really love the convenience of unlocking my Dell Inspiron 13 5378 by just looking at it. This feature has been working fine for ~2 years now. But since ~3 months i get the error in the title every now and then. Windows Hello will always work when doing a cold start, but since this is my university laptop i'm oftentimes just closing it and when trying to wake it up back from sleep, this error shows up from time to time. I can't really reproduce it since it happens randomly. I also can't really find useful info online, all of the posts regarding this issue seem more than 3 yo and have not been answered in a helpful way.

What I've done so far:

- Freshly installed Windows 10 (2 months ago)

- Updated to the latest version (1909)

- Installed Dell Support Assist again (to update all the drivers)

- Installed the latest driver for my camera via device manager

Login with PIN and Hello

• Open Settings.
• Select Accounts.
• Click Sign-in options.
• Click the Add button for the PIN and set your PIN.
• Do the same for the Windows Hello.

Method 1: Check if the camera is working.

1. Log in to the system.
2. Go to Start menu and select Camera app.
3. Check if the camera is working fine.
4. If not, please update camera driver (you can refer
   Update drivers in Windows 10 for the steps).

Since you are getting the error "Couldn't start camera. Please sign in with PIN", we would suggest you to refer
