  1. I believe I' been infected with ransom ware

Last Night I up graded from windows 7 ultima to windows 10 Pro. This morning when turned on my PC it open up to a yellow screen telling that I had been infected some sort of a virus. I knew I should have taken a screen shot. I called the number on my display while comparing it with the # I have for Microsoft support, they were not even close. I called the # on the screen after 3 rings a male answered, coughed and sucked some buggers then burp. Nevertheless, I reached out to Microsoft support via the phone. The operator told me there was a high volume of calls and that the wait time was 30 min. or greater I didn't have that time to wait. So I used the 3 finger salute, to open up the task manager and closed out that window. Shutting the PC. When I fired it back up after awhile, that screen was gone. But all my security was gone "Norton" full suite and my "Express VPN" as well. I've try to reinstall Norton but it will not install. I haven't tried to reinstall Express VPN.

How can I be sure the PC is back to a CLEAN STATE?

    :)

Edge infected with ransom ware virus

Are there any obvious file extensions appended to or with your encrypted data files?

Did you find any ransom notes?

    Tech Support Scamming using
browser pop-up or web pages indicating "your computer is infected with ransomware",

    “All Your Files Are Encrypted"
    and other
    fake messages
has become an increasing common scam tactic. Actual ransomware infections typically append an obvious extension to the end of encrypted filenames and demand a ransom payment by leaving ransom notes in every directory/affected folder where
    data has been encrypted.

If there are no obvious extensions appended to your file names, no ransom notes and you data is not actually encrypted, then you most likely are dealing with a
    fake browser ransomware scam.
