Windows 10: Inplace Upgrade from 1803 to 1909 repeatedly fails with Rollback on multiple PCs

Hello,

I am currently trying to upgrade multiple devices from Windows 10 1803 to 1909. I have already done that on some and it worked and now after some weeks it doesnt work at all on any pc.

I have uninstalled the antivirus system and .NET Framework before doing the upgrade and I tried running the following commands before doing the upgrade:


C:\Windows\System32\Dism.exe /Online /Cleanup-image /Restorehealth

C:\Windows\System32\sfc.exe /scannow

It looks like the upgrade starts and somewhere around 90% it starts a rollback.

I would be happy for any help, as online I only find "reinstall your PC and then you are fine" but this is NOT a solution.

1803 Update failing repeatedly





This issue has cost me days in trying to resolve, but to no avail. My PC has repeatedly failed to upgrade to the latest version since 1703. To make matters worse KB4023814 is not to be found in the Update Catalogue. I've followed numerous suggested solutions
online, from Microsoft's official pages, youtube videos, Community suggestions.

I've tried:

1. Sfc Scanning followed by DISM etc... (No errors)

2. Tried to reset ("There was a problem resetting your PC" and returns to my previous state)

3. In-place Upgrade and also Clean Install Windows 10 (installs until 88% and then fails to restart with error message "Failed to Install Windows 10")

and other recommended solutions.

Does anybody know what exactly is the issue?

Thanks for suggestion but I really am tired of seeing suggestions for complete re-installs or rollbacks. I shouldn't have to do this to fix a single minor issue.

 

Stuck in Windows 10 Upgrade

My computer seems to be stuck in a Windows 10 failed upgrade loop. I was running fine on a beta version of Windows 10, and then I came downstairs one morning to see it repeatedly booting, attempting to repair, then rebooting. The steps I've taken to diagnose are:

• Attempting to boot off a USB drive (with all drives disabled in BIOS) - this fails at the point of the blue windows screen
  
• Attempting to boot the machine itself and getting into "repair/safe mode" using F7
  
• Looking at the BIOS for obvious failures (e.g. RAM that should be there is missing) - nothing obvious is wrong.
  

I am fairly certain the build version was 9926. For many months, the system would attempt to upgrade, and then say "it failed" for some reason and roll back.

Suggestions for next steps?
