Windows 10: Win 10 Reinstall Hung @ 9%

Win 10 reinstall after Recovery has hung @ 9% for more than 2 hours, I assume in a loop. I'm asking for advice on how to recover without doing a forced power down, which probably would cause the installation to be unrecoverable.


Background:

The church secretary upgraded from Win 7 to Win 10 Home a few days ago. I was called because the computer was behaving strangely, not shutting down, not recognizing the 5G network., and a few other anomalies that I forget at the moment.


I discovered the upgrade was installed without disabling the third party AV system, Webroot. I assumed this may have caused the upgrade download and install to be corrupted. I tried to uninstall Webroot, which was not complete. I had to use RegEdit and File Explorer to further extract Webroot from the computer, restarting numerous times before it was fully removed. I then executed the Win 10 Recovery process to reinstall Windows, keeping the files, but deleting Apps.


The resetting of the system appeared to be successful, though taking more than 2 hours. The Windows reinstall started well, but then hung at 9%. The system does not respond to any interrupts, hardware or software, e.g., Ctrl/Alt/Del, Esc, Function keys, mouse, etc. After more than 2 hours I left the system in that state, returning tomorrow to see if anything has changed.


If it's still hung, what options do I have other than a forced power shut down, which I assume would make recovery impossible?

background (wallpaper) seems to be hung


I see on my background a picture from a series of pictures I wanted for a slide show. Went to Settings/Personalization/Backgrond and followed the steps once upon a time and I think it worked? Anyway, now the app appears to be hung and I don't know how to get it working. I've tried going through the settings and can change the background (behind the slideshow) color but nothing else. I found your forum and tried many of the ideas suggested to no avail. Can someone suggest how to get it working again?

 

IS Win 10 Read? or Reinstall 7 and Install 10 in 9 months.

If what i read was correct its the ultimate irony as they P2P your pc so u can "windows update" other PC (I hear u can turn that off) But the good p2p is at threat. I hope waiting will work in that there will be an outcry that MS is stepping over the line by a mile and they revert back to the win 7 days of largely hands off. No matter what ive read u can turn 3/4, 2/3 off but not all of the intrusiveness.

My main issue is the stuff I read and how they went to the NSA school for programming since they did win 8. From what i read u can disable 3/4 of that crap but not all. I read they might/will disable torrents?
Also just going off the past its always been a good idea to wait for a SP to get all the wrinkles out and was wondering if 10 is perfected. Saw a win speed comparison and the winner in 80% was win 8.1 and it does make common sense they only had 2 tries and yrs of patches to get there. Last concern is drivers and BSOD is 10 far better then 7 where searching the net for update is a comedy (I bet engineers at MS laugh the butts off each time its pressed and someone win/looses money)
