Windows 10: How do you bring the clipboard into focus automatically when it pops up?

I'm talking about the clipboard that pops up with Win + V

Sometimes it pops up in focus, sometimes not, depending on what windows are maximized. For example, if Chrome is maximized when the clipboard is called, it won't appear in focus.

How do you have the clipboard always in focus when it pops up?

2. In the list of services, right-click Automatic Updates, and then click Properties.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.

clipboard

I just downloaded clipboard to my windows 10 desktop computer. I took a screenshot and opened clipboard but can't figure out how to view it. Is there a step by step tutorial on how to use clipboard? There are only two settings with no directions on how
to use them. I thought if I save something to clipboard it would be there when I opened the app as it was in windows 7 and XP. All I am getting is a black and orange screen with a clipboard in the middle. I don't want to share I just want to open what I've
copied to it.......
