Windows 10: Certain Windows applications not working.

After some of my applications started to have issues, i first tried reinstalling all of the Microsoft visual c++ Redistributable packages which did not work, i them used the DISM tool for repair, which did work, however after i got everything working I noticed that the start button when pressed does not actually open the start menu, but makes the search bar disappear for a second and does not actually open the menu. I also found that trying to open the windows security menu, it leaves me with ablank screen for a couple of seconds, then disappears. Trying to add a new device via the add bluetooth device menusearches for devices for a few seconds and then just closes regardless if it finds devices or not. The sound tab on the taskbar can open, but trying to modify the sound by dragging the slider closes the menu. the scrollbar oddly still changes the slider with no issue. This happens to the other windows processes on the taskbar, but they just do not open at all. In addition, I've found that when i press the start button, the start application will open and close quickly in the task manager, with "Windows Problem Reporting" also opening and closing, which leads me to believe something is stopping the processes from running. From this point, i do not know what to do from here, so I am asking for help. Before you ask, I've already tried restarting windows explorer and logging out and logging back in.

Unable to download certain applications

This issue may also happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly
follow the below given steps:

• Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
• In Command prompt type sfc/scannow and press enter.
• Restart the computer.

If no corrupted system files were found in the previous state, then I suggest you to try the following steps:

• Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
• In command prompt, type the following commands and press Enter after each command:

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

• Close the command prompt and restart the PC and check if it works.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
