Windows 10: installing new printer

The computer set up of new printer wont let me print--says it's a metered connection.

don't understand, it's a replacement printer on a private home computer

Is there a place on the set up where it asks that--I didn't see it. How do I change it?

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
