Windows 10: "The setup must update..." Dialog Box

I have no idea why, but whenever I try installing Minecraft, I get a dialog box that stops me from installing it and making it fail. It even happens when I try to uninstall the launcher (repairing the launcher does nothing) and at this point, I'm at a loss. I'm not even sure how this happened in the first place. (If I posted them correctly, the pictures are posted in order of occurrence). Nothing else but File Explorer is running as far as Task Manager says.

I'm asking the same question again. Windows setup dialog box continuously running in search of updates. One answer I saw wato shut down dialog box and proceed to link and can't find it now. I've shut down printer and scanner, and removed all programs from
starter program. Please, what's next. I am now awash in technical solutions that I don't understand and want to cancel out update dialog box and try that link. Thanks, it's now taking days to fix.
