Windows 10: Windows 10 stuck in 64% installing loop

So my laptop was running slow so i said let me factory reset it and clean all the drives . I did it and it stucked at 64% installing windows 10 its been 3 days and its still stucked at 64%. A blue screen saying windows installing 64% keeps popping up then it goes to the windows logo screen then back to the blue screen , i believe its in loop or something . I need help please

There's a possibility that the recovery partition is having an issue that's why System Reset was stuck @ 64%. To resolve this, please check the following thread:
