  1. Win10 cannot login: black screen and spinning blue circle cursor after boot


    Can anyone help me avoid a reinstall?

    • System is running Win10 1903 originally installed on 1709 and was suspended by last user
    • System boots OK, I see the blue Windows logo then the screen goes black, with a twitching spinning blue circle cursor which tracks the mouse
      It's twitching as though it's doing something more than just spinning - no login screen appears
    • I've tried the Windows+Ctrl+Shift+B to restart the display driver, the screen briefly stops showing the cursor
    • It does not respond to any other keypresses including ctrl-alt-del
    • It's a VM running inside VMware player on Linux so no monitor connections to check
    • It does this in safe mode as well as normal boot
    • I never see any error messages on screen
    • If I try RDP then the screen opens for a second, briefly shows a spinning circle and then the RDP closes again
    • I've tried all the repair options inside the advanced boot options and on a 1903 DVD image, none find anything wrong, none are able to roll back at all
    • I've tried various combinations bootrec, chkdsk and sfc, none found anything wrong
    • I've tried an in place reinstall but that won't work because it can't be run from a running system
    • If I mount the virtual HDD in a different system I can see that logonui.exe is creating a crash report about every 4 seconds which I guess explains the twitching cursor, the contents of one are pasted below
    • LogonUI.exe is the same size as that on a functioning system so I guess there is no need to restore it from anywhere


    The only documented step I can find now is a complete nuke and start again after preserving my data elsewhere, surely there has to be a way to find out what is causing logonui.exe to keep crashing?

    Zigzag thank you for responding, but I can't get to the "start" screen or promp commanthis fix. From boot up to black screen white cursor arrow and blue spinning circle. Can't get passed that point.

    Read other suggestions but to no avail. What I have done so far. Ran Dell repair and recovery and clicked restart. Got Dell screen white circle dots and then went back to black screen white cursor and blue spinning circle. Frozen in that state. Cannot get
    passed with any of the keys to Task Manager, etc. Is it time for a professional?
