Windows 10: very, very slow performance

Hi, I'm asking for my sister. she has a computer that responds very, very slowly if it does respond at all. She has a Compaq-Presario running Windows 10 Pro, ver. 1903, OS build 18362.720, upgraded on 8/28/2019 ; 1.99GB memory, with Pentium Dual 2 core CPU E2160 at 1.8GHz processor. The computer responds very slowly if at all to anything you ask of it. Browsers, in fact anything, says page unresponsive. If you click wait, 2-3 times, and give it 4-5 minutes, the page will load finally. Everything takes 3-5 minutes of waiting for cache, connecting, etc. etc. I know it's a old system with an outdated processor but is this normal behavior? Anyone have some comments, tips, solutions? Waiting 2-3 minutes on any action is unbearable. And my sister gets very frustrated and impatient, I as well.
