Windows 10: Windows 10 stuck in start up.

I recently got windows 10 with an second additional hard drive installed. I believe it was version 1909 and it seems like the two systems were interfering with each other in a bad way(Windows 7 always detected problems with the windows 10 hard drive and the other way around) and now windows 10 is took in the boot loop. The windows logo isn't displaying, only a loading wheel is spinning. I tried to fix it with the installation media, but when I do type the fixboot command it returns me permission denied. Is this a known problem, please help me. Thanks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
