Windows 10: Computer Blue Screen Not BSOD

Today I turned my computer on and I was allowed to log into my account but as soon as I did that there was a black screen with a blue pop up that was completely blank on it as seen below. I am now not able to do anything that I could previously do and I have restarted and unpluged my computer and have not found a fix.

I have tried all of the options there, Which is why i included in my post the lists of things that i performed to isolate the cause of bsod. Thanks
