Windows 10: Windows processes freeze when downloading image or gif from website

If I'm using chrome and open an image or gif from fandom.com and try to download it or save it right click or ctrl+s, most times, chrome doesn't respond and takes a while to turn white and say "Google Chrome not responding". After that, some windows products freezes file explorer wont open or if it is, files don't load or display. task manager opens but won't end chrome and freezes if I try. snip and sketch snips but freezes and give the 'bling' error sound when I try to save and makes that sound if I click anywhere on it after try to save. I haven't tried the calculator. close snip and sketch with the x or by clicking the taskbar icon and clicking close.
Chrome only closes if I click x and "close window" and then we will send error to microsoft, but I can only click x after some time has passed. All this while, I can watch youtube and do stuff on firefox like nothing is frozen so it's not my internet connection.

After I manage to 'close' chrome, I try to save the image or gif in Edge. It freezes again when saving, but I was not able to close it like I was with chrome. note that file explorer still won't load or open new windows and snip and sketch is still borked.The taskbar reloaded taskbar turns blank and icons come back and suddenly all the file explorer windows opened and chrome opened 3 'save as' windows but no chrome browser window. Edge is now able to be closed and moved around and resized.

I think trying to save from chrome makes the computer freeze. The first 'close' of chrome is 'fake death' maybe and it's still trying to save? Opening Edge and trying to save from there might have added to the problem. Saving is likely connected to other windows processes like file explorer and saving in snip-n-sketch, but I don't know why it happens only in chrome. Saving in firefox doesn't work because I don't like webp format.

I'm not sure if I should ask this to chrome or to windows so here.

all games crash!

ive watch my temps and both the cpu and gpu are within normal ranges. when it freezes it simply freezes the image and stops the sound. i must reboot to get back to windows.
