audio and performance issues after install of kb4556799

I have been having audio and performance issues at startup since installing the latest may cumulative update for windows 10 1909.

the issue i was having with the May update was broken up audio at startup when the startup sound was playing. it sounded like the system load was so heavy it could npt play the sound properly. I have an i7-8750H, so I find it hard to believe that this was the case. after login, the issue continues for about five minutes or so, as the startup programs load. the system performance overall seemed to be reduced and the clock speeds on my CPU never fell below 2.90Ghz, even when the CPU was idle. the reduced performance was most evident during windows boot. normally it is almost instant to go from turning on the system and being able to log into windows, but after the may update, I would have to wait about 45 seconds to a minute before the login screen came up. and that if windows booted properly at all. I noticed that after the may update, if i told windows to restart from the start menu, windows would try and reboot, but get stuck on the windows logo screen. there would be no drive activity at all, it would just sit there. this would continue until the startup recovery mode got triggered, and then if you chose th continue to windows 10 option, windows would boot properly. I am pretty sure the issue with the not restarting properly is something to do with the hibernate part of the fast startup. for what ever reason the system was not processing the saved data that is used during normal 'fast' startup. I did try and disabling fast startup, and the issue went away. my system fully supports fast startup, so the issue lies not with the hardware, but with the software i.e. the may update.

uninstalling the update once, resolved the issues, but when the update got reinstalled, for what ever reason, I was unable to reinstall it afterwards. I ended up doing a repair install of windows 10, which took me back to 18363.418, but as soon as windows updates got going, it wanted to reinstall the troublesome update. is it still possible to get the previous cumulative update through windows update? I have already hidden the may update by using the hide windows update troubleshooter provided by Microsoft. or will I be forced to get the previous April update through the windows update catalog?

    :)
