Windows 10: Windows won't allow me to open files that need Administrator privilages even though I'm the...

I keep getting the "windows cannot access the specified device path or file you may not have appropriate permissions" pop-up every time I try to open something that need Admin privileges. If I go to properties of the file and try to change the privileges that won't work either, since to do that you need Administrator privileges. I can't run a virus scan, or use Windows Update Assistant. Please help!!!!!!!!!!!!!!!!!! If I need to do a reset that's fine, as long as I can keep my files. I likely have a virus as my "smart" brother has been installing things on here. But can't check for one!

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!

I am a fan of pc games that is by playing by the dvd rom but after all the installation is over when I open it I get the message sign with administrator privilages but I am the administrator so I donot know what to do I would be very grateful to get help
