Cannot run powershell as admin - program is missing but can as basic user

This is weird. When I try to run powershell as admin, after typing powershell after clicking on the start button, I get a message the program cannot be found or is missing ??. When I just choose to run it as a basic user powershell runs just fine. Can't do anything with diddley, but it runs. What's happening?

    :)

    Running Powershell as admin

To get around having to right click to run powershell as an admin...have you tried getting to powershell via the Task Manager? Open Task Manager via Ctl-Alt-Delete, then click on More details (if needed). From the File Menu, select Run new task. You can then click on the box that says "create this task with admin privileges", type powershell in the dialog box and enter. That eliminates the need to right click to run as an admin.

Running Programs for a standard user

    Hello

You mentioned checking the the box 'Run as Administrator'

This is the opposite of what I require ,I wanted to avoid running programs as admin . By unchecking 'Run As Administrator' I am still getting an admin credential verification prompt

    Any further suggestions ?

Admin password unknown and missing files after upload

Ok, I know these questions have been asked, but I have tried everything I can understand.
Need to be spoken like a noob - step by step please.
Win10 put on my system everything initially fine, then discovered files missing - tried to install a recover program to be frustrated by a prompt to input an admin password with User [USER-PC\USER]
I have tried every password ever used.
I have tried going to cmd prompt
I cant install anything to circumnavigate because I cant get past this dialogue.

    any suggests?
