Windows 10: (Added Video) PC stuttery even after fresh Windows 10 install.

Hi there,

I've had this problem ever since I updated to Windows 10, ver 2004 recently.

*Note: the recording shows a very noticable desync in audio, something that doesn't happen live. I've always used shadowplay to record, this never happened before so it might have something to do with my problem.

PC Specs: Windows 10 Pro 64x Processor: AMD Ryzen 5 2600 Wraith Graphics Card: Gainward GeForce GTX 1070 Phoenix GS 8GB RAM: G.Skill Trident Z RGB 16 GB 3200 Storage: EVO 970 512 GB SSD + Seagate Firecuda 2TB SSHD Motherboard: Gigabyte X470 Aorus Ultra Gaming-

The problem: - Pc gets slow all of a sudden, causing stuttering for audio as well as graphically.

When it happens: - Randomly, just while browsing, watching a video, gaming, anything.

For how long it happens: - It can take a while, but sometimes it goes away by itself. Maybe like half an hour... Very strange to me. Sometimes it just stays.

What I've tried so far: - I thought it was just some janky update problem but after a clean install it kept occuring. - I even bought a USB, cleaned my pc and booted from there to reinstall again. - I updated all drivers. - Tried to lower my cpu usage to lower the temps, didn't work. - Defragmenting my drives. - Turning all optional options off in the windows settings. (I basically followed a couple of instructions on a few sites to 'speed up' windows) - Searched for virus with avast, avg and malwarebytes, no results. - Turned off as much as possible from my start up manager.

I believe I tried some cmd stuff, but can't remember the codes. didn't work, I can tell that much...

I really hope it's not a hardware problem, but I couldn't imagine it. I've got pretty new parts overall, all of them being 1,5 years old now. Except the GPU is abt 4 years old.

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?
