Windows Slowed The Base Clock Speed

So I was running a Win 10 1903 at First in my Dual Core E5700Which Had Clock Speed about3.00 Ghz But After the New Update to 2004 the Clock Speed Drops to 2.70in Idle,It gets to 3.00 when The Usage Reaches 90% or Higher. It Didn't had this When I Used Older Windows Versions. Then I Always Had a Clock of 3.00 in idle.

I tried to Changing the version to 1908 and 1903 again

However in 1908 it Reappeared but this time It got Worse. The Clock Won't Even Change Even if the CPU Usage is at 90%Stuck At 2.66

I Tried Changing The Cooler From Stock to A Hyper H410R,The Temp went to 45 But the Clock won't go up.

So I had to Pick The Windows Version as the Problem.....

Why Is It Stuck in 2.7 and go up to the Original Clock speeds?Did High Performance Power Changes

And How Can I Solve This?

    :)
