Windows 10: PC not recognizing iPhone hotspot over USB

Any help will be greatly appreciated.

OK, I have an iPhone X with a Verizon unlimited plan on it. This plan includes personal hotspot usage, and I use it all the time by my pc via USB. However, recently I plugged my phone in to my pc, turned on my hospot like I always do, but this time the little blue status bar on the top of my iPhone that shows the hotspot connections symbol did not show up. My PC recognizes that the phone is there, but it does not recognize that the hotspot is on. I did a little bit of troubleshooting; I plugged my phone into a different pc and it worked totally fine, everything worked, so that means that it is not a problem on the phone end, but rather on the pc end. Next, I plugged a different iPhone with the same Verizon plan into my pc, and it worked fine. So, it seems to me that my PC is specifically not recognizing my iPhone, which I thought was weird because PCs don't save wired connections like they do wireless.

Like I said, any help will be greatly appreciated.

Personal Hotspot on iPhone not detected on Thinkpad T480s

I used to be able to connect my iPhone 6s (iOS 13) to my Thinkpad T480s (Win 10 Pro, 1903, latest updates) via USB-C and use the personal hotspot on the iPhone to connect to the internet. This worked without any issues for several years through several upgrades of iOS and Windows.
Now I switched to an iPhone 11 Pro (iOS 13) and the T480s does not detect the iPhone's personal hotspot any more. Personal hotspot is turned on on the iPhone 11 Pro. The T480s sees the iPhone and I can browse its content.
The personal hotspot on the iPhone 6s (also iOS 13) is also not detected any more since I updated the following Apple software on the T480s to the current versions:

• AppleApplicationSupport64
• AppleMobileDeviceSupport64
• AppleSoftwareUpdate

Am I missing something here?

Method 2: iTunes Is Not Recognizing Your iPhone.

iTunes doesn't recognize your iPhone, iPad, or iPod and see if you are able to access your iPhone from your computer.

Method 3: Uninstall And Reinstalling iTunes.

Step 1: Follow the steps mentioned in
Remove and reinstall iTunes and related software components for Windows 7 and later and completely uninstall iTunes from the computer.

Step 2: Once you uninstall iTunes from the computer, restart the computer once, and install the latest version of iTunes from
iTunes.

Step 3: Then, follow the section Import to your PC from
Transfer photos and videos from your iPhone, iPad, or iPod touch to transfer pictures from your iPhone to the computer.

try assigning Google's manual dns to Windows 7 PCs:

8.8.8.8

8.8.4.4

Try again.

If it does not solve, configure the USB tethering on the iPhone, then connect the iPhone to the PC via the USB cable and check if you can access the internet in this mode. If so, disconnect the USB cable and reconfigure the hotspot on the iPhone again.
