Windows 10: Change pin will not work. and i cant access microsoft help without a PIN.

The change pin function isn't working for my account. I have reset my pin, tried entering it but it doesn't work. Does anyone know how to fix this? or how to contact Microsoft without having to enter a pin?

I can access my gmail account just fine and the pin works when i log in via google. However it doesnt work when I try to log into apps such as onenote Set up using my gmail. The photos below show me trying to access microsoft help, to try and talk to a real human being, but that requires me to log in via PIN. Which is exactly what snt working.

I cant change either remove my pin

Today suddenly I got a message you cant access ur pin. So i tried to reset it but it asking verify whether its you and asking for pin. I tried all the pins i kept in past but still it shows "we werent able to set your pin, try later or skip this step".
Help me please tried everything microsoft account change restared pc . Still cant setup or even remove the pin. I even tried using windows account troubleshooter but still nothing changed

• In the search box, type settings.
• Then Click on accounts.
• Then on the left hand side click on sign in options.
• Then you can Select Change PIN password and remove the pin.

There's a possibility that the PIN code you're asked to enter is the PIN code of your Windows 10 user account. If you signed in to Windows 10 using your Microsoft account, the Xbox app will take the credentials you've used to sign in. Let's remove the PIN
code. Here are the steps:

1. Click Start and select Settings.
2. Select Accounts.
3. Select Sign-in options, under PIN, click
   Remove.
4. Confirm the changes by entering your profile password.
