Windows 10: My headphones are too loud even at 10 of 100 volume.

Is there anyway of calibrating the max volume of windows? Or EQing my headphones so they are quieter within windows (without third party software, Ive used some before). Ive seen that on some audio devices in the 'Enhancements' tab you have the option to EQ but I dont have it. Ive also seen this from 2016 saying you can change it in the regedit but following that it doesnt come up anymore. https://forum.xda-developers.com/windows-10-mobile/regedit-to-calibrate-volume-t3407612

Over the last year Ive been using a USB sound card which in its inbuild software I could EQ my headphones but it broke yesterday . I just want to have more control over volume at the moment I can only get to 10 before its painfully loud and might damage my headphones. Thanks

Earphone volume too loud or too quiet on Windows 10

Hi I'm having a weird problem on my laptop running Windows 10 Pro. The earphone volume is either too loud or too quiet, and seems to switch between these two upon every restart. When it's too loud, keeping it at 1/100 is equivalent to 20-30/100 when sound was normal, when it's too quiet, keeping it at 100/100 is equivalent to 10-20/100 when sound was normal. Already googled extensively and tried pretty much every suggestion I found with no results:

• Enable/disable loudness equalization in playback device settings
• Enable/disable Windows Sonic for headphones in playback device settings
• Check for errors in sound devices in device manager - no errors
• Update sound drivers - all updated
• Try different earphones - tried like 4 already, definitely not an issue with earphones
• Even tried system restore, still not fixed

Headphone volume is way too loud in windows 10 even with an external usb sound card

I have a pair of Bose QC2 headphones and the volume is WAY too loud in windows on all jacks:

I have tried the following jacks:

• speaker out on back of motherboard
  
• headphone out
  
• external USB sound card (Sabrent Aluminum USB External Stereo Sound Adapter)
  

In each case, even a windows volume setting of 1/100 is too loud. Using the same headphones on my macbook pro the lowest volume is MUCH lower.

Is there any way to reduce the volume levels? I'm debating purchasing a more expensive external sound card that has a volume knob that is independent of the windows system volume.
