    It most likely that you're having issues with how the File Explorer launches due to some conflicts cause by system changes or programs running at the back of your computer system.

  3. Windows 10 : File explorer no responding

    Are you still facing the issue?

    Follow the steps and check if it helps:



    Press CTRL+SHIFT+ESC on the keyboard.
    • Use the File, Run option in Task Manager to access the Command Prompt, type cmd and press Enter. Run the following command.

      dism /online /cleanup-image /restorehealth
    I would suggest you to check and install any latest Windows Updates available.


    • Go to Start and then Settings.

    • Click Update and Recovery

    • Check for updates under Windows Updates.

    Personalized setting not responding error after installing KB3135173

    • Did you try any troubleshooting step before uninstalling KB3135173? Yes I did no errors.
    • Are you facing any other issues after installing KB3135173? No, the other profile works fine.
    I followed your troubleshooting steps 1-6 and Then reinstalled KB3135173 and rebooted. When I logged into the faulty profile I got the error "personalized setting
    not responding". I then pressed Ctrl + Shift + Esc to bring up the Task Manager. The Task Manage came up and after a few seconds it loaded the desktop. Now when I logout and login it
    works fine.
