    Recently I encountered launching issue of several apps installed from Microsoft Store.


    System: Windows 10 ver 2004 build 19041.329


    Problem: after installing an app, e.g. Windows Terminal


    1 clicking "Launch" in store gave an error message about permission. The folder owner is "SYSTEM" instead of "TrustedInstaller".

    2 clicking start menu link cannot launch the app


    3 Open directory "C:\Program Files\WindowsApps\Microsoft.WindowsTerminal_1.0.1811.0_x64__8wekyb3d8bbwe" and double click the WindowsTerminal.exe can start the app.


    4 Event Viewer > Administrative Events: 0x80070005: Cannot create the process for package Microsoft.WindowsTerminal_1.0.1811.0_x64__8wekyb3d8bbwe because an error was encountered while configuring runtime. [LaunchProcess]


    I have tried the following attemps:

    1. SFC /scannow
    2. WSRESET.exe
    3. psexec -i -s -d powershell.exe && icacls "C:\Program Files\WindowsApps" /reset /t /c /q

    None of them worked.


    This problem is not universal for all store apps.


    =====Update 1======


    Running another account on the same computer, installed "Windows Terminal" and launched it without any problem. I think the problem can be limited to user profile/appdata instead of system.


    =====Update 2======

    I think the problem happens to the "Reparse Points" of Store apps under "user name\AppData\Local\Microsoft\WindowsApps". Some apps' reparse point can be clicked and launch, but some cannot.


    ===Update 3===

    Updated "AppData" folder permission with "Replace all child object permission entries with inheritable permission entries from this object" and the problem is gone!!!!!

    I understand how it could be when the applications doesn’t work as they are supposed to. We will look into this. However, please reply to the following questions to help you in a better way:

    • Are you getting any error message?
    • Since when are you facing this issue?
    • Are you aware of any changes made on the computer recently?

    In the meantime, I suggest you to follow the steps from the article
    Fix problems with apps from Microsoft Store
    to fix the issues with the Microsoft apps that are not launching. Also, follow the steps from the article

    Microsoft Store doesn't launch
    to fix the issues you are facing in launching Store.

    Some Microsoft apps cannot be upgraded, uninstalled or launched

    I finally realized how to fix the issue. If I use GUI (store app) there won't be too much helpful info. But from the behaviours, it is very obvious that store app tries to download the newer version of app, uninstall current version and apply the downloaded version as last step. But unfortunately it failed to uninstall current version.

    However when I used PowerShell command Get-AppxPackage *solitairecollection* | Remove-AppxPackage as I have pasted in my original question, I got error (the message is also shown in my original question). The error message meanwhile provided another command to load more info. I followed it to retrieve a lengthy report. The result is also in my original question, follow the list the first error encountered was

    I navigated to the C:\ProgramData\Microsoft\Windows\AppRepository\ directory, indeed the file was not there. But I see Microsoft.MicrosoftSolitaireCollection_3.9.5100.0_neutral_split.scale-100_8wekyb3d8bbwe.xml. I made a copy of this file and named it to Microsoft.MicrosoftSolitaireCollection_3.9.5100.0_neutral_split.language-zh-hans_8wekyb3d8bbwe.xml then reran the same uninstall command, it was uninstalled successfully!!!

    It looks like Windows 10 messed with the language of the app somehow all of sudden, I guess the system was looking for another language version of the app to uninstall.
