Windows 10: can you only have the taskbar in the foreground when you are on the desktop?

Hey have a question and you can only have the taskbar in the foreground when you are on the desktop? and when you are in the browser is no longer in the foreground because I have my taskbar transparent, it looks a little stupid from http9://prntc/tg658

i want to have the taskbar only on desktop permanently on top htto9://prntc/658 i added 2 pictures so lightshots for show

One of the most likely causes of auto-hide not working is the Action Center which provides alerts if your system hasn't updated in a while. The Action Center is the system tray icon of a white flag. To determine if it is what is
preventing auto-hide from working, click on it in the System Tray, then close the window that appears. If Auto-Hide starts working that was the cause. It can be disabled:

• Open the Control Panel.
• Open "Notification Area
  Icons" (use the search box at the top right if you don't see this listed)
• Towards the bottom of this window click the text link: "Turn System Icons On or Off"
• Change "Action Center" to
  OFF.

I would also suggest you to run the SFC scan and check the issue status.

• Press “Windows Key + X” and click
  Command Prompt (Admin)
• Type “sfc /scannow” without quotes and hit enter (There should be space between sfc and /).

Note: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted
files.

You can refer to the followings steps to enable the auto-hide taskbar.

• Right click on task bar and select properties.
• Select "Auto hide the Taskbar"
• Save the changes by clicking on Ok.

Note: See that “Lock the Taskbar” is not enabled. If it is, you may disable it by right-clicking on taskbar and un-checking it.

How do you remove the taskbar from bottom of the screen.

  Uncheck the box lock the taskbar and check if it helps.

  And move it to the top or right or left of the screen.

Can you hide the taskbar in windows 10?

I tried the steps to hide the taskbar and was able to move it from the bottom to the side, but it will not autohide. Any suggestions?
