Windows 10: Win 10 Black Screen after restart to install update

Here is the detail. I download and install Win 10 ver 1903 (my current ver is 1803). After download and installed, windows tell me to restart the pc. I restart the PC PC case stop and run again as usual. But the thing is when my PC case start, the screen will show thr Gygabyte logo etc, but there is none, just black screen. If I turn off PC and turn on again, it will appears Gigabyte logo and then a circle dot spinning with the text "undoing..." and after that my PC logged into the desktop but still 1803 and in the update section it says failed to install 1903.

Please notice that the black screen IS NOT in desktop. I've tried click my mouse and there is no cursor,press ctrl alt del and still nothing.

P/S: turned out I'm a fool. It black screen for a few minutes and appears a blue screen say installing 45%.

• When the screen was blank, were you able to see the cursor on the screen?

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

Hello,

The update that you installed in your Windows 10 might have resulted to a software conflict. What we recommend is that you start your PC in safe mode from the sign-in screen.
Safe mode starts Windows in a basic state, using a limited set of files and drivers. It can help you troubleshoot problems on your PC. Here are the steps:

• When you get to the sign-in screen, hold the Shift key down while you select the Power
  icon > Restart.
• After your PC restarts to the Choose an option screen, select
  Troubleshoot > Advanced options > Startup Settings > Restart.
• After your PC restarts, you'll see a list of options. Select 5 or
  F5 for Safe Mode with Networking.
