Why can't I install or download any apps through the Windows 10 Store?

Hey all, I just purchased a $10 app which would have been my first download. Prior to this, I have not downloaded anything through the store on this new device with Windows 10 already on it. ( hp notebook ) The app I purchased would not download, error
code 0x90072F78 with all apps. I tried a few other free apps through my microsoft account and they do the same exact thing and do not download ( nor install, of course). I restart the store and it gives me the option to install, I try to do so and it fails
and says 'try again'. I cannot download anything through the store.

And YES, I've tried literally ALL three of these methods below, they did not work for me or help me. Please don't suggest them! This is what i've already tried below;

For store issue:

Method 1: I suggest you to make sure if the following service is started in Services. msc

• 
  Press Windows+ R keys to open Run Window.
  
• 
  Type services.msc and hit enter
  
• 
  Make sure the following service is set to Start and Automatic.
  
• 
  Background Intelligence transfer
  
  
  
  Method 2: Also, run the following command in run Window.
  

• 
  Press Windows + R keys to open run Window
  
• 
  Type wsreset.exe in Run window and hit enter
  
  Now try to download an app from Windows store and check.
  
  For apps issue :
  
  Run the following powershell command:
  

• Open an Elevated Powershell prompt by pressing the Windows Key, typing Powershell, then pressing Ctrl+Shift+Enter
• Paste the following command into Powershell and execute it:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Again, I've tried these. ^ Thank you for reading this. I can't be the only one with this problem.

 

I no longer own Minecraft in the Windows 10 Store?

I owned Mojang's Minecraft. When it came out on Windows 10, I redeemed for my free version. Anytime I rebuilt my PC, I could always reinstall Minecraft because the Windows Store knew I owned it. I just got a new PC, installed Windows 10 and went into the store and tried to install Minecraft. Now it wants me to pay $26. So what happened? Why do I no longer own Minecraft in the store?
