Windows 10: No BIOS option for auto restart after power outage on windows 10 - HP Z2 Tower

The advance power recovery option to auto power on PC is missing from BIOS. I also can't find any power jumper on the MB. Nothing available on the user manual.

Need a way to make PC automatically turn on after power outage as this machine is my new server.

My computer's run on windows 10. They both are hooked up to their own surge suppressor. When there is a power outage, one computer automatically restarts when the power comes back on. The other one I need to push the start button on it. I have changed
the surge suppressors and it make's no difference. I contacted HP support and they basically said that the surge suppressor was the problem, but it is not. There has to be a setting in the computer to make it restart. The one that restarts is a Gateway that
was upgraded to windows 10. The other one is an HP that runs on windows 10. Can anyone help me with this? I have a SETI@home program that runs 24/7 on both. If I am out of town and the power goes off, the HP will sit there till I get back and restart it manually.
Thanks for any help you can give me. I am NOT a computer nerd(no offense). I need it simple.
