DVR_Player.exe Unable to Play on Windows 10

I am attempting to run a video through the DVR_Player.exe application.

When attempting to open the video I recieve the error message:

"This app has been blocked for your protection.

An administrator has blocked you from running this app. For more information contact the administrator. DVR_Player.exe
    Publisher: Unknown
    File Origin: CD/DVD drive
    Program Location: "D:\Player\DVR_Player.exe"

I have tried to open this videos on multiple computers running Windows 10 but have received the same error.

The video will SUCCESSFULLY open and run on a computer operating with Windows 7 Professional.

Please advise on a solution to this issue. Thank you.

    :)

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK
