Windows 10: Incredibly vague weird grey outlines on my desktop

Sinds some time I have a kind of outlines on my screen whenever playing videogames, watching movies via mediaplayers or browser, or just plain desktop. I have an LGC7 TV connected to a receiver. W 10 x64 1809

This "line' seems to change constantly. Sometimes it is just top, sometimes just right, sometimes just bottom.
But NEVER left.
And sometimes the lines comebine. Like top + right or bottom + right. While other times it is just Top Or bottom or right solo line.

Incredibly weird. So I hope people know what this could be since it is so vague.
And so these lines keep coming and going.. just when I think the problem is gone. It quickly returns.

I tied.
1. changing windows theme
2. changing windows user
3. nvidia driver uninstall +clear settings and re-install


Nothing seems to help so far.

Weird text outlining- Windows 10

  Are you facing any issue with applications?
  

In the screenshot, I am unable to see any weird outlining. But if you are seeing any issue with the display then I suggest you to try installing all the pending Windows Updates and check for the issue. If the issue still persists then try changing
the resolution and check.

Weird outlines around things

there are weird outlines around apps when they aren't full screen and when I right click on the desktop it is all white. i just reinstalled windows. windows 10

there is also a white box over the right click menu when i right click on the desktop

The issue might occur due to corrupted display drivers or incompatible drivers.

I suggest you to update display drivers from device manager and check if it helps.

To update the drivers, follow the steps below.

• 
  Type “Device Manager” in search box and press Enter.
  
• 
  Right click on the drivers for Display and Touchscreen and select Update.
  
• 
  Follow the on-screen prompts to update.
